Job Title: Business Manager 

Job Summary: The Business Manager’s role is to provide cradle-to-grave contract administration support for various Fixed Price, Cost Plus, T&M, and Labor Hour Government and Commercial contracts. This generally includes oversight of the contract management process, as well as development of specific pricing standards for bidding and submission, contract negotiations and document management.  This position also includes management of human resources for the company and other support activities.  
 
Essential Functions: • Extensive government and commercial contracts experience to support existing and new business activities. Heavy emphasis on RFP analysis, cost proposal preparation, and development of terms and conditions.  • Possess strong background/understanding of contract management, including bid strategy, proposal preparation, development/negotiation of terms/conditions, and contract change processes. • Must be able to communicate effectively with government and industry contracting personnel. • Coordination of appropriate internal reviews, contract negotiation, contract/task order administration. • Be able to review and negotiate non-disclosure and teaming agreements, ensuring protection for the company in all partnership arrangements.  • Issue sub-contract agreements to partners and review sub-contract agreements from partner prime contractors. • Responsible for overall contract compliance of assigned tasks in accordance with contract requirements, company policy and procedures, and applicable laws/regulations.  • Executes the activities of a fast paced contracts activity with responsibility for results in terms of costs, methods and overall compliance of requirements. • Handle all personnel matters with regard to employee hiring, termination and employee benefits. • Negotiate medical, vision, dental and 401K employee benefits with the appropriate vendors.  • Supervise recruiting and other support personnel, as required • Possess a strong business background and be able to work independently as well as part of a team.  • Must be able to prioritize work activities in a fast paced environment and effectively communicate at all levels within the company and with industry partners. • Excellent communication skills are essential, as well as the ability to be proactive in a team environment, working through complex business/contractual issues using sound business judgment.
 
• Tracks and complies with all contract reporting requirements, e.g. Contractor Manpower Reporting
 
Knowledge Skills and Experience: • Bachelor’s Degree  • 10+ years documented professional work experience with at least 5 years as a Contracts and/or Business Manager  • 3+ years supervisory experience • Significant experience in U.S. Government contracting with a strong understanding of CPFF, CPAF, FFP and T&M type contracts.  • Comprehensive knowledge of DFAR, FAR regulations.  • Ability to recognize in scope and out of scope contract activity. • Knowledge of pricing strategy and ability to support pricing requirements for new business. • Strong Human Resources background and/or ability to learn all HR duties. • Ability to read, write and speak English with excellent written and verbal communication skills.  • Excellent interpersonal skills with the demonstrated ability to work independently and take the initiative.  • Ability to prioritize competing tasks in a logical manner. • Strong PC skills with excellent working knowledge of Microsoft Excel, Microsoft Word and Adobe applications.  • Good analytical and problem solving skills. • Willingness to travel, as required • US Citizenship required
